ABOUT THE ROLE

The Transparency International Secretariat is currently seeking a Research and Policy Coordinator for Anticorruption for the many, not for the few (AC4ALL): Redirecting anticorruption efforts to reduce inequality through fiscal and budgetary reforms and practices in Mexico. The main objective of the action is to reduce inequality for those most left behind in Mexico, particularly, women, youth and ethnic minorities through fair and transparent redistributive policies and new forms of civic engagement. The project will be implemented jointly by the TI Secretariat and TI Mexico. Recognising that illicit financial flows and transnational elements undermine efforts to promote sustainable development and to reduce inequality, the Action includes a series of initiatives at regional and global levels, led by the Secretariat, that will complement and support the work carried out domestically by TI Mexico.

Transparency International is looking for a Research and Policy Coordinator (maternity cover) who will be responsible for research and knowledge generation to implement regional and global initiatives under the AC4ALL project. Among other things, the Research and Policy Coordinator will develop tools and methodologies to identify the countries that more often have served as transit or destination hubs for assets coming from Mexico, analyse the methods for exchange of information and cooperation across these countries, conduct a cross-country assessment of the roles, powers and effectiveness of financial intelligence units , as well as support the  development of policy relevant recommendations and advocacy for improved international standards (G20, FATF, OECD, UN) on key issues affecting the leakage of public resources. The Research and Policy Coordinator will also support the establishment of dialogue spaces within the TI Movement and with relevant partners to exchange knowledge, solutions and good practices related to anti-corruption, illicit financial flows, asset recovery and their connection with inequality reduction.

OVERVIEW OF KEY DIMENSIONS

Role Purpose: The Research and Policy Coordinator will conduct and coordinate research activities on cross-border corruption and illicit financial flows, support the development of policy recommendations and the dissemination of  findings in strategic forums to meet the objectives of the AC4All project.

Team: Research and Knowledge

Reporting Line: Head of Research and Knowledge with dotted line to the Research and Policy Expert on Corrupt Money Flows.

Salary Band: salary according to TI-S internal salary structure; for this position corresponding to band PF2 a salary starting EUR 42,000.00 gross per year pro-rata depending on relevant experience

Starting Date: 1 May 2023, or as soon as possible thereafter

Contract Duration: Currently we can offer an employment contract limited for a duration of 1 year as it is a maternity cover

Working Hours: part-time [75%; 30 hours per week]

MAIN ACCOUNTABILITIES OF THE ROLE

Based in the Research and Knowledge Team, the Research Coordinator will:

  • Provide thematic support to TI Mexico ‘s activities to generate evidence on cross-border corruption, illicit financial flows, tax evasion and tax avoidance.
  • Contribute to the development of knowledge materials, tools and methodologies to meet the project objectives, including producing briefs and on-demand research and policy support to local CSOs related to cross-border corruption, illicit financial flows, tax evasion, tax avoidance etc.
  • Undertake and coordinate cross-country research as needed and develop knowledge materials, including providing quality control of AC4All research outputs.
  • cross-country research on issues related to illicit financial flows and their impact on inequalities
  • Support the development of policy positions on issues related to cross-border corruption and corrupt money flows.
  • Write blogs and produce evidence needed for advocacy and communication campaigns
  • Support advocacy targeting strategic forums such as G20, FATF, OECD and the UN.
  • Establish and / or nurture spaces for exchange and dialogues within the TI Movement and with external partners on issues related to cross-border corruption, inequalities and illicit financial flows.
  • Generate ideas, develop concept notes/proposals, and activities that are aligned with organisational priorities.
  • Contribute to day-to-day work implementation, including work planning, budget management, monitoring, and reporting, ensuring that all phases are consistent with the design and delivery schedule and internal processes and procedures
  • Stay abreast of developments relating to the area of work and be available to respond to on-demand internal an external stakeholder needs
  • Represent the organisation at relevant fora within area of expertise as needed; build relationships and form alliances with external counterparts, communities of practice and stakeholders
  • Contribute to the overall work of the Dirty Money strategic objective.
  • Contribute to the overall functioning of the Research and Knowledge team by providing proactive and ad hoc support where necessary

CANDIDATE PROFILE

In order to succeed in this role, candidates will need to meet the following:

·         Masters or equivalent in a relevant field of the social sciences, such as political science, sociology, economics, public
administration or a related field, with an academic emphasis on research

·         5+ years of relevant professional experience, preferably with an International NGO or International Organisation

·         Strong knowledge and experience in research design, development of tools and methodologies

·         Substantive experience in research coordination in a multi-country/international setting

·         Exposure to policy development and advocacy

·         Extensive knowledge and expertise of anti-corruption, good governance and development fields required, preferably with a focus on illicit financial flows and/or anti-money laundering and their impact on inequalities a strong advantage

·         Knowledge of political realities in Mexico or of countries with similar inequality levels an advantage

·         Demonstrated project management skills with strong organizational skills and the ability to successfully manage priorities in a dynamic and fast paced environment

·         Demonstrated ability to work under pressure and delivering to tight timelines.

·         Solid writing, editing and communication skills

·         Ability to work in a team as well as independently, particularly at distance communication

·         Professional language proficiency in English and Spanish required

·         Strong interpersonal, team work and intercultural communication skills, particularly at distance communication

·         Commitment to the values and principles of Transparency International

·         Willingness to travel
