ABOUT THE ROLE

The Transparency International Secretariat (TI-S) is currently seeking a Monitoring, Evaluation and Learning (MEL) Coordinator to join the Projects Team, to support new project proposal development and the maintenance of high quality and donor-compliant MEL practices across our ongoing regional and global projects portfolio.

The MEL Coordinator is responsible for providing technical expertise and support to TI-S led projects in designing and implementing fit-for-purpose MEL frameworks throughout the organisation. The role contributes to the development of new project proposals by providing input on structure, alignment and quality in line with TI-S MEL standards and good practice approaches. The role also leads on developing the MEL frameworks at the start of a project, including the design of tools and methods to regularly collect and capture relevant data aligned with the goals, outcomes and outputs of the project.

During implementation, the MEL Coordinator provides continued support to the project teams in implementing the MEL framework, conducting reviews/evaluations and facilitating learning, and applying a gender-sensitive, inclusive and participatory approach. The role also builds the capacity of relevant TI-S and TI chapter staff on MEL framework design and use, with targeted support and accompaniment where needed to enhance project delivery.

The MEL Coordinator will be fully assigned to specific proposals and projects, but will also contribute to an increasingly higher quality of monitoring, evaluation and learning practices in all TI-S led projects and programmes through his/her/their work. This includes contributing towards the development and sharing of standards, tools and methods, and being part of a new TI-S wider community of practice involving project, advocacy, strategy and other colleagues.

OVERVIEW OF KEY DIMENSIONS

Role Purpose: The MEL Coordinator provides technical expertise on MEL framework design and implementation to TI’s regional and global projects, including building the capacity of TI-S and National Chapter staff on MEL framework design and use

Team: Projects, reporting to the Head of Projects

Salary Band: Salary according to TI-S internal salary structure; for this position corresponding to band PF2 a salary starting EUR 42,000 gross per year, depending on relevant experience

Starting Date: January 2025

Contract Duration: Currently we can offer an employment contract limited for one year, with the potential for extension for maximum one year beyond that subject to the successful award of new projects during 2025

Working Hours: full time [100%; 40 hours per week]

MAIN ACCOUNTABILITIES OF THE ROLE

Based in the Projects Team, the MEL Coordinator will:

  • Provide expertise and support project managers and teams with MEL framework development, data collection, analysis, reporting, provision of MEL trainings and evaluations for several TI-S led projects while ensuring that the project MEL aligns with and feeds into the organisational MEL systems
  • Provide technical expertise and guidance on development and implementation of MEL frameworks and indicators for TI proposals and projects, aligned to organisational and programmatic approaches and standards
  • Contribute toward an increasingly high-level of monitoring, evaluation and learning practices in TI-S led projects by developing standards, sharing of tools and methods and providing training sessions
  • Contribute to the development of new proposals for work streams or projects by providing input on alignment, quality and resource allocation from a monitoring, evaluation and learning perspective
  • Facilitate reviews and learning at the level of programmes, projects and services based on MEL data
  • Analyse and share good practice lessons on project and programme-level MEL and their outcomes across TI-S and the movement as a whole to improve evidence-based learning
  • Develop and implement capacity building activities for relevant staff at TI-S and National Chapters on the design and effective use of MEL frameworks
  • Work with the team on revising, proposing, and innovating on leaner, more efficient, and better monitoring and evaluation processes and systems whenever needed
  • Contribute to the overall functioning of the team by providing proactive and ad hoc support where necessary and undertake administrative tasks related to the day-to-day operational running of MEL work as required

CANDIDATE PROFILE

In order to succeed in this role, candidates will need to meet the following:

  • University degree in business administration, management, finance, social science, public administration, economics, or another relevant field
  • 5+ years of relevant professional experience, of which at least 3+ years in the field of MEL on projects with multi-country implementation (essential) and ideally civil society advocacy and capacity development projects
  • Expertise across knowledge management, project management, results-based management and MEL capacity development (essential)
  • Extensive experience in multi-country MEL framework development and results-oriented monitoring (ROM) for EC-funded proposals and projects (essential); additional Global Affairs Canada and US State Department experience an advantage
  • Extensive experience in designing and delivering MEL trainings and capacity-building programmes to internal teams and project partners (essential)
  • Extensive experience of working with internal teams and project partners to establish clear, measurable data baselines to track project performance (essential)
  • Experience of gender mainstreaming and incorporating inclusive approaches in MEL and results-based management (essential)
  • Up-to-date knowledge of trends and developments with respect to MEL, knowledge management and impact assessment; experience of working with outcome harvesting approaches a distinct advantage
  • Experience of supporting civil society partners with sensitive MEL, risk management and capacity support solutions in restrictive civic space and fragile contexts an advantage
  • Excellent organisational skills, structured approach to task management and ability to effectively manage multiple MEL assignments in a fast-paced and dynamic environment
  • Results-driven and resilient self-starter, with sound judgement and solutions-oriented mindset and flexibility to accommodate unforeseen challenges or requests at short notice
  • Strong interpersonal skills and ability to communicate and collaborate effectively with a wide range of stakeholders; strong facilitation skills for online and in-person meetings and trainings
  • Fluency in English and either/both French or Spanish (essential) to support MEL tasks and capacity development with a range of TI chapters/partners
  • Commitment to the values and principles of TI and knowledge of, or considerable interest in, the work of TI and the field of anti-corruption
  • Willingness to travel occasionally
