The Transparency International Secretariat (TI-S) is currently seeking a Carbon Markets Specialist (m/f/d) to join the Policy and Advocacy Team for the Climate Governance Integrity Programme (more details available at www.transparency.org/en/projects/climate-governance-integrity-programme).

The Policy and Advocacy Team leads on the organisation’s advocacy initiatives through the development of policy and advocacy positions, representation of Transparency International at international fora and towards key stakeholders, and cooperation with TI National chapters on shared global thematic priorities.

The Carbon Markets Specialist (m/f/d), coordinates the development of TI-S work on the topic, drives advocacy efforts in international fora and provides expertise and support to the TI Movement to push for reforms. The Specialist plays a crucial role in the strategy and implementation of a new project to scope corruption risks in carbon markets as well as promote solutions to prevent corruption in global frameworks and national policies in Cameroon, Ghana, Indonesia, and PNG.

 

OVERVIEW OF KEY DIMENSIONS

Role Purpose: Carbon Markets Specialist is responsible for supporting global advocacy and policy development efforts on carbon market integrity as well as coordinating national inputs to global advocacy actions.
Team: Policy & Advocacy Team 
Reporting Line: SO1 Sub-team lead
Salary Band: according to TI-S internal salary structure; for this position corresponding to band PF2 salary starting EUR 42,000 gross per year depending on relevant experience 
Starting Date: 1 November 2025 
Contract Duration: We can offer an employment contract limited for a duration of 24 months. 
Working Hours: full time [100%; 40 hours per week]

MAIN ACCOUNTABILITIES OF THE ROLE

The Carbon Markets Specialist (m/f/d) integrity will:

  • Contribute to the development of plans/ strategies/ tools in the area of carbon market integrity, ensuring they meet organizational objectives.
  • Produce and coordinate the production of original policy materials in the field of carbon market integrity and utilize these materials for the development of relevant advocacy outputs, especially in the framework of an upcoming new project.
  • Contribute to day-to-day work implementation, including the delivery of quality relevant project outputs in the field of carbon markets integrity, ensuring these are consistent with the design and delivery schedule and internal processes and procedures.
  • Coordinate the organization of/ organize institutional events and consultation meetings, including preparing documentation before and after events (climate COPs, meetings with standards bodies, and others).
  • Support project partners in efforts to plan consultations, research and advocacy interventions as well as communication/ outreach activities and share knowledge and experience across activities.
  • Support the development and implementation of the advocacy strategy to put integrity in the centre of carbon markets developments, as well as more generally climate governance on the global agenda.
  • Ensure evidence and case studies are effectively used for advocacy and awareness raising.
  • Contribute to the overall functioning of the team by providing proactive and ad hoc support where necessary.
  • Generate ideas, develop concept notes/proposals, and activities that are aligned with organizational priorities.
  • Stay abreast of developments relating to carbon markets and be available to respond to on-demand internal and external stakeholder needs.
  • When necessary, represent the organization at relevant fora within area of climate governance integrity. Build relationships and form alliances with external counterparts, communities of practice and stakeholders.

Candidate profile

In order to succeed in this role, candidates will need to meet the following:

  • University degree in business administration, management, finance, social science, public administration, economics, or another relevant field.
  • 5 years of relevant professional experience, preferably with an International NGO, Thinktank or International Organisation, with demonstrated in-depth knowledge of research/ advocacy, in the topics of international development, climate or good governance/ anticorruption.
  • Solid understanding of and experience in the area of climate governance and carbon markets specifically.
  • Knowledge of, or considerable interest in, the work of TI and the field of anti-corruption.
  • Experience with and/or a good understanding of capacity development concepts and processes an advantage.
  • Demonstrated past engagement in processes that resulted in, or contributed to, positive changes in global (and local) frameworks and policies an advantage.
  • Excellent communication and networking skills with the ability to engage multi-stakeholders, make use of prior contacts and networks, stimulate and shape partnerships, networks and coalitions.
  • Excellent organizational skills and ability to effectively manage projects in a fast-paced and dynamic environment.
  • Results orientation, resilience and tenacity with the ability to work under pressure in a collaborative setting.
  • Strong interpersonal skills and ability to communicate effectively with a wide range of internal and external stakeholders.
  • Excellent oral and written communication in English; knowledge of Spanish or French an advantage.
  • Strong interpersonal, team work and intercultural communication skills, particularly at distance communication.
  • Commitment to the values and principles of Transparency International.
  • Willingness to travel (up to approx. 20%).
