ABOUT THE ROLE

The Secretariat of Transparency International (TI) is looking for an outstanding individual to perform the role of Policy and Advocacy Coordinator, Political Integrity (m/f/d) and contribute towards TI’s strategic priority of securing integrity of politics, with a particular focus on the integrity of political finance. Work under this priority consists of strengthening the resilience of integrity systems against abuse by high-level and elected officials as well as undue influence over them by corrupt interests, including through stronger anti-corruption measures in political funding and public decision-making, and by supporting accountability for infringements.

The Policy and Advocacy Coordinator, Political Integrity (m/f/d) will join the Policy and Advocacy Team which leads on the organisation’s advocacy initiatives through the development of policy and advocacy positions, representation of TI at international fora and towards key stakeholders, and cooperation with TI national chapters on shared global thematic priorities based on TI Standards for integrity in political finance: A global policy position.

The role will support the Policy and Advocacy Team to advance the adoption and implementation of international commitments and obligations on the integrity of political finance, including Resolution 11/7 adopted by the Conference of States Parties to the UN Convention Against Corruption. Moreover, the incumbent will coordinate and cooperate with TI national chapters, in particular from Asia-Pacific, Africa and Latin America, that advocate for stronger monitoring and enforcement of political finance frameworks so that voters can hold their elected officials accountable for their funding.

OVERVIEW OF KEY DIMENSIONS

Role purpose: the Policy and Advocacy Coordinator, Political Integrity advances integrity in political finance through promoting the adoption and implementation of global and regional standards, commitments and obligations.

Team: Policy and Advocacy.

Reporting line: Head of Policy and Advocacy.

Band: According to TI‑S internal salary structure; this position is aligned with band PF2, with a salary range of EUR 42.000–59.000 gross per year. Final salary placement will be determined based on the number of years of relevant professional experience. 

Starting Date: as soon as possible.

Contract Duration: Currently we can offer an employment contract limited for a duration of 24 months.

Working Hours: full time [100%; 40 hours per week]

Location: Transparency International Secretariat (TI-S), Berlin – with possibility of international travel.

MAIN ACCOUNTABILITIES OF THE ROLE

Based in the Policy and Advocacy team, in consultation with the Programme Lead and reporting to the Head of the team, the Policy and Advocacy Coordinator, Political Integrity will:

  • Contribute to and coordinate high-impact policy and advocacy activities, from the design and development of advocacy plans, through their implementation, delivery and monitoring, in close coordination with relevant colleagues in the Policy and Advocacy team as well as regional advisers from the Global Movement team, where appropriate; 
  • Stay abreast of developments relating to the integrity of political finance, and identify and/or create opportunities for advocacy actions to influence governments, intergovernmental bodies, and other relevant stakeholders; 
  • Build and strengthen relationships and establish alliances with external counterparts, coalitions and communities of practice and other stakeholders at global and regional level, while ensuring coordination with the Secretariat’s Global Movement team and other relevant colleagues in the Policy and Advocacy team; 
  • In coordination with the Secretariat’s Research and Knowledge Team, identify emerging areas for policy work and coordinate a strategic response from TI-S and national chapters, while being responsive to internal and external stakeholder needs; 
  • Develop policy briefs, explainers, or other policy or advocacy materials including recommendations on integrating anti-corruption measures into political finance frameworks;  
  • Work collaboratively with the Communications team and support the development of key messages and communication materials based on relevant evidence in the field of political integrity and political finance and aligned with key policy priorities of the Transparency International movement; 
  • Contribute to the development and implementation of annual plans, strategies and tools in the area of political integrity, ensuring they meet organizational objectives; 
  • Organize institutional events/meetings to elevate the profile of key policy recommendations; including preparing documentation before and after events; and represent Transparency International at relevant fora as required; 
  • Generate ideas and contribute to concept notes and funding proposals, and design activities that are aligned with organizational priorities to sustain TI’s work advancing integrity in politics, particularly in political finance over time. 
  • Contribute to the overall functioning of the team by providing proactive and ad hoc support where necessary. 

CANDIDATE PROFILE

In order to succeed in this role, candidates must meet the following:

  • University degree in government, social science, public administration, economics, or another relevant field. 
  • Minimum of 5 years of relevant policy, advocacy and/or media or campaigns experience, preferably with an international NGO, thinktank or intergovernmental organization in the field of anticorruption, elections or democracy support; prior experience in Asia and/or Africa is an advantage; 
  • A robust understanding of political finance across different political systems and legal traditions, particularly in Asia and/or Africa;  
  • Experience with and/or a good understanding of international commitments or policy practices on anticorruption and democracy, particularly related to multilateral financial institutions, the UN, the African Union, the Organization of American States, the Organization for Economic Cooperation and Development, the Organization for Security Cooperation in Europe, the Council of Europe, and/or others with similar mandate. 
  • Demonstrated past engagement in processes that resulted in, or contributed to, positive changes in global (and local) frameworks and policies an advantage. 
  • Excellent communication and networking skills with the ability to engage multiple stakeholders, make use of prior contacts and networks, stimulate and shape partnerships, networks and coalitions. 
  • Excellent organizational skills and ability to effectively manage multiple priorities in a fast-paced and dynamic environment. 
  • Results orientation, resilience and tenacity with the ability to work under pressure in a collaborative setting. 
  • Excellent oral and written communication in English and French;  
  • Strong interpersonal, team-work and intercultural communication skills, including diplomacy and political sensitivities, particularly at distance communication. 
  • Commitment to the values and principles of Transparency International. 
  • Willingness to travel (up to approx. 20%). 
  • Demonstrated capacity to build and maintain a strategic network of partners. 
  • Pragmatic, self-organiser with ability to prioritise amid competing and changing demands, flexible approach in response to challenges, and readiness to offer practical support.
